In a strange way, though, it’s s sublime work of art, rivalling any expressionist canvas of the past century. Note the regal tones of Caesars Palace, the bountiful bouquet of Mandalay Place, the soft, almost abstract pointilism of Paris, all whispering, “gamble, gamble” just out of the range of consciousness as people walk to the nearest slot machine.

Many of the carpets use flowers and wheels, both suggestive of a cyclical life: flowers bud, bloom, and then die, and their beauty is only ephemeral. The wheel was famous to the Romans (note its prominence at Caesars Palace) as a symbol of the relentless capriciousness of fortune. Could both be subtle reminders to casino patrons that life and luck are fleeting, and one should eat, drink, and be merry before the morrow brings a swing in fortune?

Spectacular casino gaming tournament

Attack on internet gambling

United States senators are preparing to launch a new attack on
onlinegambling in a move that threatens to damage PartyGaming,
the online poker company planning a £5.5bn float in London
this month.

A bill being drafted by Jon Kyl, a Senator for Arizona and
long-time opponent of internet gambling, seeks to ban credit
card companies from dealing with online gaming groups in a
bid to crack down on the rapidly growing industry.

As the US has no jurisdiction to challenge directly offshore
internet gambling companies such as PartyGaming, which is based
in Gibraltar, senators are trying to shut down the industry by
stopping banks from handling all online betting transactions.

If the bill is successful, it would also hit other UK groups
such as Sportingbet,which has two-thirds of its customers
in the US.

Senator Kyl has the support of the powerful American Gaming
Association (AGA), which represents land-based casinos.

Banning online casinos and internet betting would remove the
biggest competitive threat to their businesses.

The move would also appease the World Trade Organisation, which
earlier this year said the US was in breach of international
trade agreements by preventing offshore gaming companies from
targeting US customers while allowing some internet betting on
its shores, such as on horseracing and online state lotteries.
The WTO said the US must ban all forms of internet betting or
open up its doors to foreign gaming groups.

However, competing interests in the US gambling industry may
scupper the bill. It will be challenged by the equally powerful
US horseracing industry, the Native Americans whose reservations
are home to several gambling centres, and by state lotteries,
which sell billions of dollars'worth of tickets online. They
are set to demand exemption from the bill.

A spokesman for PartyGaming said: "There seems to be no combination
of exemptions that would be acceptable to all those who have an
interest in this bill. PartyGaming does not believe the current
proposals will gain sufficient support to be enacted."

This is the eighth attempt by Senator Kyl to attack the online
gaming industry in the US. Previous proposals have struggled to
achieve political agreement.

The attack on banks follows attempts by the US Justice Department,
which has already been pressuring institutions such as the Bank of
America,Chase and American Expressto stop handling internet betting
transactions. The department has also issued threats to advertisers
and media groups which have carried online gambling promotions.

News of the fresh assault on internet gambling comes as PartyGaming
gears up to begin attracting potential investors. It is due to
publish its listing prospectus later this week and investors
will be scouringthe document to assess the legal risks to the
business.

The company maintains that online poker is not illegal in the US,
only online sports betting.

Underwater Casino – Hong Kong

An underwater casino hall with a capacity of 450 gaming tables and 3,000 slot machines will open in mid-2008, one of its developers, Melco International Development Ltd., said in a statement Monday.

The casino “will be surrounded by water and marine life,” said Melco Group Managing Director Lawrence Ho.

The HK$8 billion ($1 billion) resort will also house deluxe apartment blocks, 2,000 hotel rooms, a shopping mall and a 4,000-seat performance hall.

The resort will be located on Macau’s Cotai strip, which developers hope to fashion as Macau’s answer to the Las Vegas Strip, the statement said.

Macau is expected to surpass Las Vegas as the world’s biggest gambling market in 2005, with the territory’s casinos projected to bring in more than $5 billion in gambling revenue as newly affluent mainland Chinese flood to Macau to gamble.

Future of downloadable casino games

The Gaming Standards Association (GSA) announced today that an open summit has been held to discuss the future of downloadable casino games. The Summit was held as an open platform for both members and non-members to discuss operational and regulatory challenges facing downloadable games, and was attended by representatives of 45 companies.

Upon the conclusion of the summit, it was announced that the GSA will begin working towards addressing downloadable games as part of their BOB Protocols. BOB stands for “Best of Breed”, and is a standard based on proven computer industry standard technologies, such as Ethernet, TCP/IP and XML which will allow the industry to migrate to downloadable games and other new technology platforms. The association expects to have a preliminary draft of the Downloadable Games BOB Standards available for presentation at this year’s Global Gaming Expo (G2E), to be held this September in Las Vegas, Nevada.

When combined with last week’s passing of the law to govern Wireless Casino Gambling in the State of Nevada, GSA’s new interest in downloadable games hints at a technological revolution in the way games of chance are played in Las Vegas casinos.

GSA President Peter DeRaedt said, “It is clear that downloadable games are the future of the gaming industry.”

DeRaedt went on to say that these technologies are not without specific challenges to regulators, operators and manufacturers; further strengthening the need for industry-wide standards to be addressed and accepted.

It would be reasonable to conclude that Nevada casinos are moving towards internet type technologies, but without regulating actual internet gaming itself. The same games and back-end technologies will ultimately become available within the United States, but will operate on “closed loop” platforms that can only be accessed via the casino’s physical location.

While this approach falls short of directly addressing internet gambling, as was the case with the UK Gambling Bill, it is a positive step forward and is expected to face little opposition from those who have taken positions against internet wagering in the past.
